How APLE works on the Street

When i first noticed that strangers took my picture without any obvious reason, i asked myself WHY they did it. It started in 2005 for me and became an increasing nuisance. Mostly i was alone or with a friend when walking on Phnom Penh's Riverside snitch-1.jpg snitch-2.jpg , around the Central Market, Wat Phnom or the Royal Palace in Phnom Penh. But even in Restaurants and Bars, Cafes etc. i noticed People (than mostly westerners) taking my picture. The same happened on the Beach in Sihanoukville and even at Bus Stops travelling to the Coast. These People where clearly not the ordinary Tourist but People that had a greater Mission. After talking about this subject to other westerners i quickly found out, that they where targeted aswell. WHY ?

The answer appeared on the Internet on some of the many blogs.
Child Protection NGO's acted on the UN's Program to stop Child Abuse, Human Trafficking, HIV Aids, etc. The UN itself does'nt directly want to get involved in this grassroots work and let privately run NGO's do the dirty work. That's when two NGO's in particular and some others to a lesser extend got involved.

Radically different from most other NGO's in the Child Protection Sector Thierry Darnaudet's "Action pour les Enfants", short APLE secured Investigation and Monitoring rights (which turned out to be Gangstalking) aswell as legal Assistance for Victims tights through a Memorandum of Understanding from the Cambodian Government which was quite glad to see Foreigners fighting Foreigners and by this enhancing the extremely poor Human Rights Record to calm down western Governments that threatened to cut their Foreign Aid to Cambodia.

APLE's Program left no misunderstanding that they planned to target only western men. Cambodian based child abuse was left untouched, unless forced upon them in a few cases !

So who are these People taking Pictures of westerners and what happens to these Pictures in the Process ?

Most People taking pictures of westerners, as described above work for one of the 3000 Aid Organisations in Cambodia. There are well above 20.000 foreign Aid Workers in Cambodia that have beeing encouraged to help APLE to create a Picture Database on an unprescedentet scale.p1020538.jpg
No matter who you are, beeing a western male is enough to put you in a Database for suspected and monitored PAEDOPHILES.

To APLE every picture counts. Who knows what happens when they march a Cambodian kid through these files, asking if they know you. The other Group of People taking your Picture are mostly Volunteers like those of the MST Project from the U.S.The US God Squad ;Tourists that have been brainwashed by western Media and believe that Cambodia is a Haven for Pedophiles....., in essence if you are white and above 25 years old you qualify. The older you are, the better. Grey hair and a fat belly sell best in the Media. So, there they are, Tourists ,,Volunteers, Missionaries and "Save the World" freaks with their new WMD's (Weapon of Mass Distruction) , i.e. their Camera and Mobile Phone. Cambodia has well over 1 Million Tourists visiting the Country so one can imagine how massive the onslaught on your privacy might be. Particulary in the Holiday Season. Even another Group are the many Tuk Tuk and Moto Taxi Drivers of Sebastien Marot's Childsafe Network, Hotel and Restaurant Staff aswell as Internet Cafe Staff that all are instructed to report anything they deem suspicious to the NGO or Police. Nobody cares that this group was always the first ones to lead Visitors to local Brothels like the notorious K11 outside Phnom Penh.

If you want to avoid beeing targeted just don't take any Taxidriver with the bigh Childsafe Thumb Logo and don't stay at any of their recommended Hotels, Restaurants and don't use any of their recommended Internet Cafe's which are all bugged in one way or another to keep track of which webpages you been browsing through, incl. your emails.

Western pedophiles APLE target

The hunt for child-sex offenders begins in front of the Royal Palace, leads to the lawn of Hun Sen Park, and winds up under the lights of Phnom Penh's riverside carnival.

It's about 10 pm in the city; and the backdrop of balloons - of teddy bears, candy bars and kiddie rides - make for a difficult place to define the line between the honorable and the inhumane.

But for 37-year-old social worker Map, it's his job.

The Phnom Penh native and father of two works as a field investigator for child protection NGO Action Pour Les Enfants (APLE). Five days a week, from 5 pm to midnight, he shadows Western men who are under APLE investigations for child sex abuse.

It's a life of hidden cameras, false identities and detective work. Part sleuth and part spy, Map is part of a network of field monitors and investigation teams meant to provide "street presence" in the battle against child sex abuse.

They don't make arrests, but collect crucial evidence for the courts and police and maintain a web of informants, look-outs and assistants.
"The sex offenders are changing their modus operandi," said Katherine Keane,former APLE country director. "They're becoming more aware and increasingly using intermediaries. So we've changed accordingly.

"Our network includes children themselves, ex-pats, social workers, hotel staff. They report what they believe to be suspicious behavior. When we feel we have enough evidence, we ring the police and then they get involved. Sometimes we monitor for quite a long time: some cases take two hours, some take several months and even years."

APLE is one of many NGOs working with the government to thwart child sex abuse. Funded originally by Spanish humanitarian organization Global Humanitaria, APLE was founded in France in 1994 and came to Cambodia in 2003. The organization works in partnership with the Department of Anti-Human Trafficking and Juvenile Protection and the Juvenile Protection Unit of the Phnom Penh Municipal Anti-Human Trafficking police.

"We been able to successfully crack down on pedophilia because we have good people and NGOs such as APLE that provide us with information," said Than Phanith, chief of the juvenile protection unit of the Phnom Penh municipal anti-human trafficking police bureau, on March 7.

"APLE have their own investigators on pedophilia. The information provided by APLE is very useful and most of the cases provided by APLE we pursue. After APLE provided us with evidence, we go immediately to the place to arrest the assailant. But before we arrest them we also do more research at the scene in order to know clearly whether the victim is really a child under 15 years old or not."

Map, and the 55 other APLE investigators, work two shifts: day and night. They stalk suspects or slink around "active" areas where large numbers of children are targets for abuse.

Map's best ruse is to pose as an over-friendly moto-driver. It's common, he says, to feign friendship with suspects in order to glean information. He said he once shared dinner with a man who was later arrested based on evidence he provided. Although the majority of child-sex offenders in Cambodia are not Westerners (Oung Chanthol, executive director of the Cambodian Women's Crisis Center, estimates less than one percent of sex crimes by foreigners) they are APLE's priority.

"Street-based child sex offenders tend to be Western men," Keane said. "Child-sex offenders from Asian nations, especially virginity seekers, come to Cambodia, but tend to stay in establishments: private clubs, karaoke parlors. Cambodians commit abuses in their own communities. It can be a step-father or a friend of a family. We don't work just on street-based sex, but to our knowledge we are the only one whose major focus is on street-based child-sex offenders."

On the night Map takes the Post out to track "Jimmy" - an alleged sexual predator who's been under investigation for over a month. The suspect is found at the carnival with two young girls, but his actions appear to be fatherly and kind. According to Map, he's become very close to the girls' mother and there is still not enough evidence to present to his supervisor. As the night ends, the suspect lifts the girls into a tuk-tuk and heads off into the night.

"We don't know if the suspect is a good man or a bad man," Map said. "There's no typical physical type for these pedophiles, but there is typical behavior. Normally, a sex offender will exhibit a lot of physical contact and buy gifts, clothes or toys. But it's still difficult, because this same behavior can be done by a good person."

Distinguishing truly benevolent behavior from evil is the most difficult part of the job, Map said. And Keane is adamant that cases only go forward if there is an obviously sinister element. Investigators receive the same monthly pay whether they lead to arrests or not.

"We don't have to create cases; I would say there's enough bad guys to create cases," Keane said. "We act as support for the police. There are checks and balances in place. For example, we don't handle arrests or convictions. We hand them over to the police - and offer an initial support group."

And although angered, at times, by the grim realities of the Cambodian sex trade, Keane says APLE is not a punitive endeavor. (which is a lie !)

"We enforce the law. We don't beat people up. We have to put emotions aside, we do this work because it makes us angry - but you must translate that passion into development of the law - not into
crucifying people," she said. "Overall, things are improving. Cambodia is less and less a haven for child-sex offenders - the police and courts are doing their job in this area. The court system is still not fixed, but with in law enforcement and some parts of the judiciary the will is improving."

It would be interesting to get Katherine Kaene's and Zelda Hunter's opinion of their work at APLE, and the reason they both terminated their contracts and left in a hurry, in retrospect today.

According to a Hotel owner in Sihanoukville (Oasis) where they stayed, they where appaled by the way Darnaudet forced them to amend anti-pedophile Reports to fit the fundraising objectives for his Organisation. According to the current Hotel Owner (2011), former country director of APLE, Katherine Keane who's previous job was Manager of the Oasis Hotel in Downtown Sihanoukville said, she could not continue a work where she was required to write outright lies in her Reports. As a consequence of this she resigned. Another Member of this highranking APLE staff was Zelda Hunter which happened to resign at the same period as Katherine Keane. Her motifs for the resignation are not known to the Webmaster.

The Childsafe Spy Network

Sebastien Marot, the french founder of the "Friends" Home for Streetchildren in Phnom Penh is also the inventor of the www.childsafe-cambodia.org.

This Network is designed to keep a total transparancy on every western visitor or Expat living in Cambodia by spying on their movements and general behaviour. APLE, Mlop Tapang among others are fixed partners in the Network.
It's in essence the classic Gangstalking, disguised as an NGO.
