Tourists beware !
Wether you enter Cambodia by air or by land, you'll eventually meet the "Childsafe" Moto Dup Taxi Driver of Cambodia. This friendly Cambodian usually asks you where you come from, where (Hotel) you stay and what your nationality and name is. Than he will drive you to your Guesthouse, Hotel where he usually picks up his comission for him bringing you there as a new customer. On his way to the Hotel he will ask you if this is your first visit to Cambodia and suggest to pick you up later to give you a Tour around. By now he clearly knows who you are,where you stay, what your name and room no. is. He will have a lot of thoughts on how to get some cash or additional income from you. This he can obtain through additional tours but also through various "other" commissions.
For example he will promote a tour to the Koh Kong Chicken Village where several Shacks sell sex with mostly Vietnamese Girls. Although the Koh Kong Chicken Village has repeatedly been closed down by Police at the pressure from International NGO's, it sofar has always found itself to be back in business as soon as the Tourist season ended. The domestic domand just can't be stopped!
The Moto Taxi Driver will suggest also to bring you a young girl directly to your Hotel Room, later in the Evening, sparing you the ordeal in going out into the Ricefields. By than the Moto Dup Taxi not only has all of your details but usually that of the Girl, too. NGO's pay comission to Moto Dup Taxi Driver for anyone he can name having sex with an underaged girl (under 18). Most of the Vietnamese and many Cambodians don't have any idea so the real Age of the Girl is flexible. Usually she will tell you, she is 19 when in reality she may be 17. Than also the Cambodians don't count the first 12 Month after birth which complicates definition of the real age further. The Moto Taxi Driver makes money by providing you with Prostitutes that may be underaged. He also cashes in on Comission from Hotel and the Pimp aswell as the NGO and possibly Police, Parents etc. that can all be part of the Scam to set u up. The same is true throughout the Tourist Centers of Cambodia, Sihanoukville,Siem Reap/Angkor Wat,Phnom Penh.
They do nothing to PREVENT this, rather they are setting up various traps for the unsuspecting Tourist that is lured into an "unforgetable experience". Most arrests happened to the Tourist that took up the rather opportunistic chance of having sex with a young,underaged, as offered by the Moto Taxi Pimp rather than beeing a Pedophile.
Hotel, Restaurant,Internet Cafe and Bar Staff all have to sign a paper with the police to report everything they deem "suspicious" of a foreigner, they see. You'll be monitored and under constant scrutiny if you are a westerner. it is presumed that the "comission system" works here aswell.

Backpacker in Cambodia at your peril

Our sources inside Cambodia have warned us that backpackers have become a target for the police,APLE,Friends,Mlop Tapang and the CWCC (Cambodian Women's Crisis Centre). The CWCC, which is supposed to be a non-governmental organization (NGO), employs 'penal police', which are a branch of the police force, and are real police, who arrest suspects, search for evidence, detain witnesses and even detain alleged victims identified by them.
The CWCC first came to our attention in our investigations into the arrests of both Australian Clint Betterridge and New Zealander Graham Cleghorn. All the evidence that we obtained about extortion attempts against Betterridge has been sent by us to the Australian authorities who are holding him pending a decision on his extradition. Betterridge and Cleghorn had money and property, so we had assumed that only those with visible wealth were at risk from false allegations and extortion in Cambodia. Now, however, we have heard from our source within Cambodia about a broader threat to all male backpackers, especially those visiting the world famous Ankor Wat region. We stress that this is from one source only, although it is a source that up to now has been reliable.
If what we are hearing is true, it is a complex and cynical conspiracy, in particular by Western standards. We were already aware that the CWCC was winning overseas aid and kudos in its fight against child trafficking and sex tourism. What we learned in our Betterridge and Cleghorn research was that the police element of the CWCC was running a profitable side racket in false accusations, solicited through and supported by the CWCC, and extortion. We thought it ended there, but now new information suggests that the CWCC, and the powerful government minister that supports it is having it both ways.
The government minister in question has a separate agenda of undermining the work and credibility of Prime Minister Samdech Hen Sen. The CWCC goes after men of means for both ‘hits’ that result in continuing overseas aid and possible pay-offs from the accused seeking release. But now it is also going after male backpackers for more ‘hits’ and also to wreck the Prime Minister’s plans and hopes for the tourist industry and the economy.
Up to now we were hesitant to suggest that backpackers not visit Cambodia, thinking that only those with obvious wealth were potential targets. This new information adds a whole new dimension. Chief of legal aid group says NGO activists, police conspire to snare foreign men
THE director of the Cambodian Defenders Project, a legal aid organisation, has accused local NGOs and police of engaging in entrapment when pursuing paedophilia cases, reiterating allegations that have cropped up occasionally in court – only to be denied by police officials and child protection activists.
During a presentation on implementation of the Law on Suppression of Human Trafficking and Sexual Exploitation, which was passed in 2008, Sok Sam Oeun said Friday that the practice of entrapment must cease immediately.
“NGO activists and police make traps with the mother of a young girl and a sex buyer,” he said. “As a result, the mother, daughter and buyer are arrested. This practice must be stopped. The duty of police is to prevent people from committing any crime, not to persuade them.”
Reached on Sunday, Sok Sam Oeun, executive director of the Cambodian Defenders Project, declined to say how frequently he believes entrapment occurs. “I only know that this is what happens, and I want it to stop,” he said.
He also declined to name the specific NGOs he was referring to in his speech, which was delivered Friday during a conference on migration in the capital.
But Dun Vibol, a defence lawyer who often represents foreign paedophilia suspects, on Sunday repeated claims previously made in court that Action Pour Les Enfants (APLE), the most prominent NGO fighting the sexual exploitation of children, engaged in entrapment as part of its
investigations. He also said he believed law enforcement was complicit in the practice
“From my experience, in most child sex cases related to foreigners, they have been trapped by local NGO Action Pour Les Enfants with local police to nab foreigners, without preventing the crime from happening. They let the crime occur, and then arrest the foreigners,” he said.
He referred in particular to the case of Claude Jean-Pierre Demeret, a Frenchman who received a three-year suspended sentence in January after being found guilty of soliciting sex from a 16-year-old girl. Chong Eav Heng, Demeret’s defence lawyer, claimed during the trial that police had engaged in entrapment against his client.
Presiding Judge Chan Madina seemed to agree at the time, accusing the victim of having been involved in similar schemes as part of cases against four other foreigners.
Prior to the incident that led to Demeret’s conviction, the girl was being cared for at a shelter run by a local NGO, leading Dun Vibol (the lawyer) to question whether the crime could have been prevented in the first place.
“Demeret was being investigated by the NGO’s caseworkers and police when they saw him take the girl to sleep with,” he said. “For this case, I was wondering why the girl was freed from the shelter and came to do business as a prostitute with Demeret.”
A representative from the NGO could not be reached for comment Sunday.
But Samleang Seila, country director for APLE, which represented the girl, said Dun Vibol’s allegations were part of “a strategy of the defence lawyers to attack the case, to attack APLE”.
He rejected the entrapment allegations, saying, “If anyone wants to find out, or if there is any kind of evidence, they can check with us.”
“Dun Vibol is trying to make himself famous,” he added. “He would do anything to get his client free from court.”
He went on to express concern that entrapment allegations could compromise the fight against paedophilia in Cambodia.
“People will come to Cambodia and use this as a defence. This defence will increase,” he said.
“It will create complications, and [perpetrators] will use this as justification”.
Bith Kimhong, director of the Interior Ministry’s Anti-Human Trafficking and Juvenile Protection Department, denied Dun Vibol’s allegations that police had been involved in cases of entrapment of paedophiles.
“Our police have never entrapped foreigners, but we always investigate when they are suspected of child sexual abuse,” he said. “When we see foreigners are with minors, like walking with them on the streets, we investigate in order to find any evidence to press charges by questioning the victims.”

A warning to the wealthy and celebrities
If you are rich, don't tell - don't show. If you are a celebrity wear a wig, sunglasses and a big hat.... or don't come to Cambodia !
If NGO's or Police in Cambodia gets a grip on you (meaning they can accuse you of having molested or had sex with an underaged, which is much more easy than commonly assumed) and have shown your wealth before, you are pretty much doomed. If you are a western celebrity the NGO's will exploit you together with the western media to the limit. After all publicity is what counts. That will make the Donations roll in. The Tabloids will do the dirty work, the NGO's, Police, Lawyers and Judges cash in.
Murdoch Tabloits, the now defunct notorious "News of the World" and the still active "The Sun", both UK Newspapers of which we now know a lot more since the Phone Hacking Scandal unveiled their dirty business.
Two People learned it the hard way:
1. Gary Glitter (UK)
initially convicted in the UK for possession of childporn (as a result of operation ORE/Operation Landslide) Glitter served several month in UK Jail. Several other Celebrities like Pete Townsend from the Who also ended up in arrest but did not have to endure the ordeal Glitter went through. Inquisition21's Brian Rothery after years of courtcases against the british Authorities finally won the case and had thousands of innocent men rehabilitated !
After his release Glitter left the UK for Thailand,Cambodia and eventually ended up in Vietnam. During his whole trip he had some of the notorious and now defunct scandalous "News of the World" Newspaper Journalists of the Rupert Murdoch Empire on his heels, because they smelled the money generating Story of getting a Celebrity into the Headlines of their Paper . It kept them busy for years !
In Vung Tau, Vietnam Glitter was eventually arrested for having an underaged girlfriend and charged for indecent behaviour, after the News of the World Journalists got the Authorities in Vietnam to arrest and charge him for Child Abuse. As a "normal,average" Person Glitter would probably never been arrested for having an underaged girlfriend in Vietnam.
After serving his term Glitter was released from Vietnam jail but than his ordeal only started for real. The same News of the World (Mob)Journalists that got him arrested in the first place booked a seat at the same plane that was supposed to bring Glitter back to the UK, where he did not want to go. He therefore faked a Heart attack at the Stop in Bangkok and booked a flight to Hongkong, much to the frustration of the Journalists. Meanwhile HK Authorities denied him entry into Hongkong and he had no choice to fly back to the UK where he was immediately arrested. The Press, Murdoch's "The Sun" and "News of the World", portraying him as a Pervert had a ball using Glitter as a tool to sell even more issues of their Tabloid Papers. The UK Population loved the sensational stories both of these papers published, daily. Where ever Glitter went, the Journalists where there already, pesting him, getting Landlords to cancel lease contracts etc. They did everything to wip up the Lynch Mob in the Street to have him killed. That in return would have provided them with another headline. TV5 Channel even aired a controversial Movie "Hang Glitter" at Prime Time wipping up the Mob even more. Glitter was denied leaving the UK, his Passport was revoked for 5 years and he cannot move anywhere without beeing constantly monitored by NGO's and the Authorities. He is treated like a rapist or even murderer. His biggest problem is that he is a celebrity and therefore worth Money through publication. The NGO's use him to raise funds against Child Abuse. Although Gary Glitter served his term and after 5 Years is now free to travel wherever he wants, he will never be able to live a normal live again. He is too valuable for the Press, the NGO's and the Politicians, and the Public will never allow it. They will always hunt him down.

Laws tighten on paedophile travel
Tighter controls on the movements of paedophiles have been announced by UK's Home Secretary Jacqui Smith.
Measures include increasing the length of time child sex offenders can be banned from travelling abroad from six months to up to five years.
Ms Smith said the changes would bolster the UK's already "rigorous system" for managing sex offenders, which is "among the toughest in the world".
It comes as paedophile and ex-pop star Gary Glitter left a Vietnamese jail.
He was released on Tuesday after serving 27 months in prison for child molestation.
Restrict travel
The 64-year-old, whose real name is Paul Francis Gadd, was convicted in 2006 for molesting two Vietnamese girls aged 11 and 12.
The home secretary announced that the length of Foreign Travel Orders (FTO) for paedophiles would be increased from six months to up to five years.
FTOs are civil orders developed to restrict travel by UK-registered sex offenders.

And she said the requirement on police seeking sexual offences prevention orders to provide evidence from the last six months will also be removed.
Under the changes, those subject to blanket travel bans will also have their passports automatically confiscated.
And there will be a consultation on further restrictions on paedophiles' passports.
'Not enough'
It also emerged that FTOs may also be available where children under 18, rather than under 16 at present, are in danger.
The home secretary said: "I want to see anyone who poses a threat to our children dealt with as firmly as possible.
"I've spoken to child protection experts and the police and they have told me that these changes will further restrict the ability of child sex offenders to harm children both here and overseas."

Only five foreign travel bans for sex offenders have been issued under the current system, compared with 3,000 for football hooligans.
Asked on BBC Breakfast if enough foreign travel orders were being issued, Ms Smith said: "I don't think there are enough issued at the moment - I think there is more that we can do to prevent people from travelling abroad.
"What police and others say to me is that one of the reasons that they don't apply for them is because they only last for six months. I think we can extend that time period."
The Home Office revealed that legislation will shortly be brought forward to introduce new powers where necessary.
'Crucial step'
Meanwhile, children's campaigners have welcomed the measures.
NSPCC policy advisor Zoe Hilton said these measures "are a crucial step forward and should help clamp down on sex tourism".
She said: "We have been consistently saying that when there is clear evidence a sex offender poses a risk, the authorities must have effective powers to stop them from going abroad.
The announcement comes just days after children's charity Ecpat UK published a report calling for an overhaul of the way Britain deals with nationals convicted of sex offences abroad.

POP paedophile Gary Glitter is HANGED in a controversial new film.
The documentary-style Channel 4 drama, The Execution of Gary Glitter, aims to spark a new debate on the death penalty.
It is set in an imaginary Britain where capital punishment has been reintroduced after it was scrapped in 1969.
Using Glitter's real offences which saw him jailed for child sex abuse in Vietnam, the film follows his fictitious trial.
Hilton McRae plays the 69-year-old singer, whose real name is Paul Gadd.
The film - to be shown on November 7 - portrays the public outcry and fierce parliamentary debate as the case grips the country. It ends with the noose going round Glitter's neck.
Channel 4's research found that 70 per cent of Brits wanted the death penalty back.

A SOCIAL worker who sent a sick email 'joke' about pop paedo Gary Glitter was yesterday banned from the profession for life.
Charles Devlin, 53, part of South Lanarkshire Council's childcare team, was barred by bosses following a hearing.
He'd sent the picture email to colleagues which showed Glitter holding an airport Duty Free bag with a small child in it.
It was forwarded from his work computer along with a string of "racist, homophobic and sexually explicit" messages.
The Scottish Social Services Council found sacked Devlin guilty of "serious misconduct".

Trofimov is a foreign Investor with lots of Money. Trofimov's Project (Koh Pous) is worth 300 Million $, a bridge from Sihanoukville to the Island is already built and all is ready to go. Trofimov however was in Jail in Sihanoukville and was sentenced to 13 Years in Cambodian Jail for child abuse of several underaged girls, after IJM (International Justice Mission) denounced him. Meanwhile his sentence was reduced to only 6 years.

It is unknown how much he had to pay for this "service", but it is widely assumed that several million $ have changed hands.
Of course the NGO's are now worried about the consquences, now that he can defend himself. It's unlikely that the NGO's (IJM and APLE in particular) and the international Press will leave Trofimov alone and in peace with himself. He is too valuable a target and they will follow him everywhere. Other people, jailed for the same reasons do not stand a chance of getting a similar justice or even a chance for rehabilitation due to the lack of funds.

[22 October 2006] - The Cambodian seaside town of Sihanoukville has adopted a new strategy to deter sex tourists.
Motorbike taxi drivers have been enlisted as the first line of defence for the town's children.
They have been trained to recognise dangerous situations and take the appropriate action.
Cambodia has a reputation as being a safe haven for sex tourists, but recently a number child sex offenders have been successfully prosecuted.
Earlier this week, a court in Sihanoukville jailed a German man for 10 years.
Now the people of the town are taking further steps to make their community a safer place for children.
The ChildSafe scheme uses specially-trained moto taxi drivers to keep an eye out for any suspicious activity.
Change of scene
The scheme's been started by M'lop Tapang - an organisation which looks after Sihanoukville's growing number of street children.
Its director, Eve Saosarin, says ChildSafe will help to attract the right kind of tourists to the town:
"When the bad tourists come to Sihanoukville, the good tourists will not be interested. So by protecting our children and letting the bad tourists know that Sihanoukville is not a place that's easy to do sex or to get to the children - then I think the good tourists will come."
Moto taxis are the main form of public transport in Cambodia's towns and cities.
With their drivers protecting children at risk, it is like having a community worker on every street corner.
And as more people join the ChildSafe scheme, the organisers hope they will eventually drive away sex tourists.
Theft a common hobby at Sihanoukville's Beach

Sihanoukville's Beaches, particulary Serendipidy and Ocheteal Beach are Thief's Haven !
If you plan to spend a day on your sun lounge at the Beach you will quickly learn that there is no free lunch here. Every moment you will be put to attention by some souvenir selling kids (the worst thiefs of them all). They work in groups and surround you with their bracelets etc. No, thank you doesn't work with them. They will engage you in conversations that quickly lead to poverty, school and consequently end up in demanding "Money". If you don't buy now, they make you promise "later" which means this is a guarantee to them that you will eventually buy. Shortly after they will come again and now demand more firmly that you buy a worthless souvenir from them. If you resist you can count of beeing verbaly abused in the worst form, possible.
While this conversation is going on they always have an eye on your belongings (mainly on your wallet, camera,mobile phone or even a notebook). Often kids will sit down with you on your sun lounge and while some kid takes your attention another kid will quickly grab what it can get from you. Unfortunately this happens all the time without any interference by the Police. Managers of the Beachside Huts and Bars are not interested to aleart the few customers they have and simply let it happen.
Interestingly enough stolen Passports often turn up a few days or even at the same day at your Guesthouse which strongly suggests that the Police is part of the Game here.
Mlop Tapang, Sihanoukville's Show Case Center for Street Children couldn't be bothered to teach the kids not to steal. It's a national Sport in Cambodia to steal from "Barang", so why should they change it ? On the other hand Mlop Tapang opens up new business oportunities for the kids and train them in setting up foreign tourists which later can be accused of "indecent acts" because they touched them in their play at the beach. Caressing a child is against the law in Cambodia ! If the kid is not yours you may face 5 Years in Jail for this show of affection. (Is kicking a kid less punishable ?)
Is your Guesthouse safer ?
Good question ! Some yes, some no. There have been reports that Guests had their belongings stolen out of their room while taking a stroll at the Beach.
There is no Guarantee here that your stuff is safe anywhere. If you take it with you, don't ever open your wallet stuffed with 100 $ Bills in front of anyone, or especially at a bar at night. You might quickly find some new "friends" on your way home trying to enlighten you.
Gary Glitter a celebrity going down

in November 2005 Andrew Drummond and photographer Andy Chant, both working for the now defunct Murdoch Press "News of the World" tracked down former glamour-rock icon Gary Glitter to a house in Vung Tau, Vietnam. As a direct result Glitter was later arrested as he tried to flee the country through the international airport at Ho Chi Minh city.
He was later jailed for three years in Vietnam for child sex offences.
Andrew Drummond and Andy Chant were sent in as a team at the request of the British Sunday newspaper the ‘News of the World’.
Glitter had already served time in Britain for possessing child pornography but had escaped a charge of child sex abuse because the News of the World paid the victim cash for her story.
Andrew Drummond and Andy Chant had previously tracked Glitter down to a comfortable mansion on the outskirts of Phnom Penh in Cambodia.
Drummond’s copy was ‘reworked’ by the News of the World’s and billed as a ‘World Exclusive’.
Drummond and Chant were referred to as ‘the investigators with the damning evidence’

Personally, I think Gadd has been a fool and a victim of his own follies.
But the guy did the crime, he's now done the time. Everyone, including Gadd, deserve a fair chance of going straight. He has to prove to the world he can stay clean, make amends for past mistakes. From the images released last year, the guy is clearly a broken old man. I hope for everyone's sake, he is given the chance of a clean restart.
But knowing the British gutter press, that can never happen. He will be hounded from country to country, baited, set-up, the victim of whatever bullshit they wish to print, be it the truth or myth.
I wish him luck - he's going to need heaps of it.

The BBC interviewed the toothless old crone of a mother of the, then, 11 year-old in her run down shack on the town outskirts. Mother was crying and carrying on while sitting next to her 13 year-old pregnant daughter, an older sister of the abused girl. Mother and the other family were paid $2kand $1K respectively.
Do the maths...How long would Gadd have to stay in Vung Tau, abusing the girls at $5 a time, for them to walk away with a total of $3k? How much of this money would the girls have passed on to their families and not blown on buying phones, drugs, new pimps, etc?
The easy way was for him to get busted.
The families make a one time killing, the cops get a share, big kudos for the entire force for rooting out the cause of at least one "social evil", NGOs jump on the bandwagon and say they had a hand in the bust, the world sees that VN is holding up its end of an agreement to rid the country of these grubs, his lawyer makes a killing by overcharging him while actually doing nothing, finally the prison authorities and guards do pretty well out of supplying him with expensive comforts other prisoners could never afford.
Everyone's a winner except the grub.
But, there's always a but....Who was arrested for impregnating the 13 y-o sister? No one, that's who, obviously not a foreigner so no real profit in that.

It's going to be a circus when he gets out tomorrow. I had an email yesterday from a guy I know who works as press officer for an organisation frequently in the news. His organisation is involved in the news right now (in a juicy story) and it's common practise for him to deal with the same journos from all the papers. He knows them all reasonably well as he's been doing this job for a year and tells me that almost every UK paper has somebody in Vietnam tomorrow waiting on Gadd's release, and in a few cases they happen to be the guys he usually has to work with.
They'll be dogging Gadd from the moment he walks out of jail and I guarantee that his flight out of Vietnam will be full of hacks and photographers.
